Sumari: | Open government is the result of the contributions derived from the development of information and communication technologies, along with the standardization of publicity guarantees and transparency of public administration information, as a support for citizen participation and collaboration. In Brazil, legislation has been adapted and elaborated with the purpose of meeting these precepts, creating in this context, virtual environments as a locus for exercising citizenship, which must be evaluated and analyzed in the constitutional and legislative scenario, which has sought to standardize participation by creating specific mechanisms, promoting the opening of public data, encouraging transparent practices and the provision of public services in line with the wishes of the population, through virtual environments, which are influenced by several factors in guaranteeing their effectiveness as training of democratic channels. This will be pursued on the basis of the ideal of open government, which will be addressed in the first chapter in conjunction with its development and main characteristics, in the second chapter, to analyze the main aspects of participatory democracy and its development in the Brazil, the principle of social participation in Brazil stands out, highlighting the legislation that has been ensuring mechanisms for its effectiveness through the Internet, and finally, in the third chapter, to evaluate the social control of public actions through the use of environments virtual social participation, demonstrating that despite these are potential mechanisms to control public actions and the constant updating of Brazilian legislation observed in recent years seeking the implementation of the premises of open government, as well as the actions of external control bodies to implement them, there are several factors that influence its effectiveness eg barriers that would need to be overcome for full consolidation. |
