Mobile technology has been encompassed in the health area and the need for a policy that defines goals and objectives for information and communication technologies has become evident. The National Health Information and Informatics Policy standardized data processing and the use of technologies. Subsequently, other publications emerged, always reaffirming the importance of the use of mobile technologies by health professionals, mainly for promoting easy access to information, reaching people in remote areas, self-management and self-monitoring of the health and disease conditions of individuals, this with the ease of being mobile, not being restricted to the health unit. The Ministry of Health, in complying with a PNIIS requirement, to create and maintain a national database of free and unrestricted access and permanent maintenance software, enforces this guideline, and maintains online a database with several applications, which is being updated and a single application which has several functionalities, and provides the user with health information and the control of their pathologies. The nursing professional class is the one that has the most active people in health, thus representing an active voice and relevance, so their representatives, the presidents of the Regional Nursing Councils, can be used to relativize their opinions and visions, in this way the experience of the user by the vision of these counselors can be generalized among the other professionals of this numerous professional classes. In view of this, this study aimed to evaluate the perception of these representatives, in relation to their experience as users of a mobile application developed by the Ministry of Health. This dissertation is composed of two scientific publications, being scientific production I an article with a methodological proposal that will be submitted to a scientific journal, describing all the steps and methodological justifications for carrying out the study in question; Scientific production II, on the other hand, presents a discussion in relation to the main findings in the literature on the subject. It is hoped that with these publications there will be a contribution to scientific knowledge and that new questions will arise in relation to the subject studied.
