Riassunto: This thesis aims to analyze the dynamics of the discourse of environmental policies of the National Bank for Economic and Social Development (BNDES), trying to study the "BNDES Atlantic Forest Initiative". The general theme of this research is "sustainable development", seen by BNDES performance in the market. This study adopts the perspective of Fligstein (2001), which is guided by the idea that the state is behind the expansion of markets, and through the creation of rules, laws, all this transform the market policy, and that the more laws, the greater the presence of the state and the greater the performance and availability of markets. Within this perspective, and studying Magalhães (2006), which linked to Fligstein perspective, this research shows that the Environment has their own speeches, besides reaching the sphere of finance, creates and expands new markets.
