Custos de Transação, Contratos e Estruturas de Governança: Universidade Federal do Sul da Bahia e Araúna Serviços Especializados LTDA

Resumo: | Based on Industrial Economics, this study aimed to analyze the management of the Federal University of Southern Bahia (UFSB), using as a parameter the contract signed with the company Araúna Serviços Especializados LTDA for the provision of cleaning, maintenance, security, and reception services. Documentary and bibliographic research was used to establish a logical and temporal sequence for better understanding. Relevant legislation was then discussed, along with a history of universities in a global context and progressively at the national and regional levels, concluding with UFSB, highlighting the political periods of the governments of Fernando Henrique Cardoso and Luiz Inácio Lula da Silva. Theoretical currents regarding Industrial Economics provided support for understanding organizations from the perspective of economic institutionalism, involving transaction costs, governance structures, and contracts. The research exposed the terms of the aforementioned contract, discussed outsourcing, and demonstrated that UFSB has a moderate degree of specificity in many of its contracts, including the contract studied here. In this way, the hybrid governance structure characteristic of universities that coexist with distinct and sometimes innovative service models is emphasized, leading to particularities in each transaction and consequently developing specific solutions. It considers the importance of managing and overseeing public contracts and concludes that institutionalized governance is the most common and recommended for this type of organization, because in addition to being established by decree, it promotes financial benefits through the reduction of transaction costs. |
