Summary: This article aims to analyze the national literacy policies promoted after the military dictatorship period, focusing on the 1980s and 1990s. It therefore analyzes documents that materialized positions, programs and reforms created by the Federal Government to stop illiteracy and provide children learn to read and write. It concludes that, to make all children literate, profound changes are needed at the economic, political and cultural level in Brazil.
